This book presents the investigation into the role of Knowledge and Capacity Development (KCD) in public water resources management in Indonesia and the Netherlands. A historical analysis of two cases indicates that the institutional environment is defining for the type of KCD that is prevailing in a certain period and it also determines the formal organisational structure and the KCD mechanisms in use. The cases show the importance yet low valuation of tacit knowledge. The conceptual model introduced allows to measure knowledge and capacity at the institutional, organisational and individual level. It provides insight in the numerous contextual factors that influence KCD.
